While not planned to be as far-reaching as Caderia, it was designed to bring some of the modern amenities to the planet and allow for Republic personnel to live on-planet while giving the more natural-focused tribes space to keep their traditions. The equipment of the BCC had a heavy focus on frontline usage of droids to provide overwhelming physical presence whenever needed, and tactical explosives to destroy sites of contamination. This was coupled with the already large presence that illegal outfits had on the planet, and the flourishing black market therein. While not the entire planet, roughly 70% of the settlements joined the Republic. Those settlements on the planet that did not join adopted the Republic Credit as the commonly traded currency. This led to many altercations between Republic forces and actors of both good and ill repute. Many viewed themselves as unaffected by the Republic's laws as they themselves were not citizens. On Solstice, while most of the planet had since joined the Republic, the illegal groups remained away from the Republic's enforcement and fringe settlements self-declared themselves 'free cities'. Following an incident where a Republic envoy had travelled to the free city of Black Star and been shot by another civilian for a 'personal dispute', where it was alleged this envoy insulted the man's wife, the Republic mobilized their army to forcibly take the town. The ensuing battle, known as the '''Black Star Skirmish''' saw the town being destroyed as a result. From this, the first violent incident between the Republic and organized opposition, the [[Black Star Collective]] was formed. The Black Star Collective (BSC), founded itself on individual rights, and voiced opposition of the Republic's new structures causing inflated bureaucracy which in turn slowly began to lead to ineffective leadership. Due to their inability to mine and industrialize during the sieges of the war, the mining operations remained stable as they had ample resources. Consequently, the shipyards of Rhaegar had since become the system's largest producer of civilian starships. When Republic ambassadors came to the planet to negotiate with Elysium officials, violent skirmishes broke out between the populace and Republic forces. These incidents were condemned by Elysium officials, who's own policing force had cracked down and arrested actors on both sides. This caused a rift between Elysium and the Republic as Republican soldiers and politicians had been jailed as a result. Due to this, nearly half the planet, including the capital of Elysium, declared their formal support for the Black Star Collective.
